TD Completes Real-Value Tokenized Payment Through Project Agorá

TD moved real U.S. dollar funds using tokenized deposits and atomic settlement on the Project Agorá platform.


TD successfully completed a real value payment using the Project Agorá platform, moving US dollar funds between TD New York Branch and TD Bank, N.A., with BNY acting as the clearing bank and intermediary. The transaction formed part of Project Agorá’s real value testing and demonstrated that tokenized commercial bank money could be issued and transferred between participating banking entities using atomic settlement.

Project Agorá is a public and private sector initiative convened by the Bank for International Settlements and the Institute of International Finance. It is examining whether tokenized commercial bank deposits and tokenized central bank reserves can operate on shared programmable infrastructure to improve wholesale cross border payments while preserving the existing roles of regulated banks and central banks.

What TD Tested

  • TD’s transaction used actual US dollar funds rather than simulated value. Tokenized money was issued on the Agorá platform and transferred between two TD entities, with BNY supporting the transaction as the clearing bank and intermediary.

  • The payment used atomic settlement, where linked elements of a transaction settle together or do not settle. The test provided practical evidence that real money transactions can be conducted between banking entities using distributed ledger technology based infrastructure under realistic operational conditions.

How Project Agorá Works

  • Project Agorá is testing a shared, multicurrency programmable platform that records tokenized representations of commercial bank deposits and central bank reserves. Participating central banks continue to retain control over their respective currencies and monetary operations.

  • The prototype also explores automated payment instructions, common data standards and processes that could reduce manual steps and reconciliation. Alongside the technical design, the project is examining privacy requirements, settlement finality and legal considerations across jurisdictions.

Real-Value Testing Across the Project

  • The broader testing involved 28 central banks and financial institutions across Asia, Europe and North America. Participants completed transactions across selected currencies with a combined value of approximately CHF 800,000.

  • The programme covered 17 transaction scenarios, with individual transactions ranging from approximately CHF 9,000 to CHF 125,000, or their local currency equivalents.

  • The exercise was designed to assess whether participating institutions could move real funds while addressing technical, operational, governance and legal considerations associated with tokenized wholesale payments.

Why This Matters for Wholesale Cross-Border Payments

Wholesale cross border payments can involve several institutions, multiple processing steps and limited visibility across the transaction. Project Agorá is testing whether shared programmable infrastructure can coordinate more of these activities within a single payment process.

Tokenized commercial bank deposits and central bank reserves could allow regulated forms of money to move across shared infrastructure, while atomic settlement can provide greater certainty that linked parts of a transaction are completed together. The project is also assessing whether common infrastructure and data standards can improve transaction visibility and reduce reconciliation requirements.

TD’s participation provides a practical example of a Canadian headquartered bank testing tokenized payment infrastructure with real funds alongside central banks and major financial institutions.

The importance of the test lies in its focus on tokenizing existing regulated forms of money rather than creating a separate payment currency. Commercial bank deposits, central bank reserves, regulated financial institutions and established clearing arrangements remain part of the model being tested.

The transaction does not represent the launch of a production payment network. It demonstrates that real value can be issued and transferred on the Project Agorá prototype and provides participating institutions with practical experience in evaluating how tokenization, programmable settlement and shared infrastructure could be applied to wholesale cross border payments.
