Two federal initiatives aim to attract $3.8B in private investment and expand funding for Canadian companies.
Canada used federal investment programs to increase the amount of private capital available to domestic companies and venture funds. Against a backdrop of greater global competition for investment, the government is now expanding this approach to address financing needs from the earliest stages of company formation through later stage growth.
On October 22, 2026, Minister of Industry Mélanie Joly announced a $1.75 billion Venture and Growth Capital Plan, combining the $1 billion Venture and Growth Capital Catalyst Initiative, or Growth VCCI, with the $750 million Early and Growth Stage Investment Strategy. The plan is intended to increase domestic investment capacity, attract more institutional and private capital, and provide Canadian companies with greater access to funding as they start and scale.
Growth VCCI: $1 billion:
Government introduced Growth VCCI will provide $1 billion in federal funding starting in 2026 to 2027. The government will invest alongside private investors through three streams.
Fund of Funds Stream: $700 million:
The largest stream will invest through selected fund managers that can attract private capital into Canadian venture funds. It specifically seeks greater participation from pension funds and other institutional investors. Selected funds must raise $3 of private capital for every $1 of public capital, and the government expects the stream to attract at least $2.1 billion in additional private investment.
The call for expressions of interest is currently open to qualified managers, including private capital managers, pension funds and other eligible investment managers. Applicants must be seeking to raise a fund of at least $150 million, with submissions due by January 21, 2027.
Life Sciences Stream: $200 million - This stream will support Canadian venture fund managers investing in Canadian life sciences companies, increasing the pool of capital available for innovation and growth in the sector.
Emerging Manager Stream: $100 million - Funding will support emerging Canadian fund managers, including managers focused on strategic sectors and those located outside established venture capital hubs.
Early and Growth Stage Investment Strategy: $750 million
The government also introduced a separate $750 million strategy focused on two points in the company funding cycle where it has identified persistent financing gaps. Investments in Canadian funds under the strategy will be administered by the Business Development Bank of Canada on behalf of the federal government.
Pre-seed and seed investment stream: $75 million - The stream will increase investment in Canadian companies at their earliest stages, including businesses in research intensive sectors, with the aim of building the pipeline of companies progressing toward Series A and subsequent financing rounds.
Later and growth stage investment stream: $675 million - The larger allocation will strengthen domestic investment funds that finance companies at more advanced stages, helping Canadian businesses access the capital required to scale while remaining anchored in Canada.
The design of this $675 million stream has not yet been finalized. Innovation, Science and Economic Development Canada and BDC are seeking stakeholder feedback on its structure until November 23, 2026.
The Overall Capital Impact
The government is using the $1.75 billion commitment as a catalyst for a larger pool of private investment. Across Growth VCCI and the Early and Growth Stage Investment Strategy, it expects the programs to attract at least $3.8 billion in private capital, bringing the combined investment in Canada's venture and growth capital ecosystem to more than $5.5 billion.
🚨 What This Signals for the Canadian Financial Sector
Institutional investors are being given a larger role in venture capital. The $700 million fund of funds stream is explicitly structured to attract pension funds and other institutional investors, with a required private capital contribution alongside federal funding.
Federal support now covers a broader funding journey. The plan provides targeted capital from pre seed and seed financing through later growth stages, alongside support for venture fund managers that invest across these stages.
Later stage financing receives significant attention. Of the $750 million Early and Growth Stage Investment Strategy, $675 million is allocated to later and growth stage investment, reflecting the government's focus on increasing domestic capital available to companies as they scale.
The venture manager base is also being broadened. Dedicated funding for life sciences and emerging managers supports specialized investment expertise and expands capital beyond traditional venture hubs.
Overall, the plan represents an effort to build deeper pools of Canadian investment capital at different stages of company development, with federal funding used alongside private and institutional investment rather than as a standalone source of financing.
