Canada Connects Digital Transformation With AI Infrastructure
Ottawa launches a new digital agency and national data centre principles as Canada scales AI adoption and domestic infrastructure.
Canada’s federal digital strategy is moving further into implementation. On September 3, 2026, the government launched Digital Transformation Canada and introduced Canada’s Responsible Data Centre Development Principles. Together, the two announcements address how Ottawa adopts technology and how the domestic infrastructure supporting AI and digital services should be developed.
Digital Transformation Canada
The new organization will bring together Shared Services Canada with selected functions from the Treasury Board of Canada Secretariat, Public Services and Procurement Canada and the Canadian Digital Service. It will operate under Minister of Government Transformation, Public Works and Procurement Joël Lightbound, with former Google CFO Patrick Pichette appointed as CEO.
Its priorities include:
Scaling Digital Solutions: The agency will expand common technology, including AI, across federal departments to reduce duplicated work, lower operating costs and improve service delivery.
Modernizing Public Service Tools: Federal employees will receive more modern and secure digital tools intended to reduce administrative work.
Using Federal Procurement: The government plans to use its purchasing power to help Canadian digital and AI companies test, scale and commercialize technologies, while strengthening domestic technology capacity.
Responsible Data Centre Development Principles
Alongside the new agency, the government introduced a national framework for responsible data centre development. The framework has 23 initial signatories, including OpenAI, Anthropic, Google, Microsoft, Meta, Amazon Web Services, Cohere, Bell and TELUS.
It sets five expectations:
Lasting Local Benefits: Projects should create employment, skills development, research partnerships, local investment and access to computing capacity.
Electricity Costs: Data centre operators should bear the electricity system costs created by their projects and protect grid reliability.
Water and Environmental Impact: Projects should minimize freshwater use and environmental impact, including through efficient cooling and energy systems.
Transparency: Developers should provide clear and independently verifiable information on electricity use, water consumption, emissions and other local impacts.
Strategic Value to Canada: Projects should strengthen Canadian investment, supply chains, workforce development, innovation and domestic computing capacity.
A National Baseline for Data Centre Development
The framework complements existing provincial, municipal and Indigenous approval processes rather than creating a separate federal approval regime. It does not introduce specific penalties, while provinces remain able to establish stronger requirements.
The principles also respond to growing public concern. Angus Reid Institute polling found that 68% of Canadians would oppose a large AI data centre near their home, with significant concerns around energy use, environmental impact and effects on local communities.

The two initiatives address different parts of the same digital agenda. Digital Transformation Canada focuses on technology adoption and procurement, while the data centre framework focuses on the infrastructure required to support growing AI and digital demand.
